Thomas C. Leblanc

Mr. LeBlanc has been servicing the public & private sectors of the Oil and gas, Petrochemical, and military sectors prior to, and since graduating from the University of Southwestern Louisiana in 1995 with a B.S. in General Studies, major in Business Administration and minor in Renewable Resources. As a founding member of Diversified Enviro Products & Services, Inc, Mr. LeBlanc has developed and implemented strategies for work plans in all aspects of Environmental Remediation, Environmental Surveys & Assessments, permitting, decommissioning, waste disposal, and equipment decontamination as a direct contractor or subcontractor. He has worked with multiple government agencies such as LDEQ, DNR, U.S. Army, U.S. Army Corp. of Engineers, NRC, Alabama Department of Environmental Management, BESE, and the Texas Railroad Commission.

Mr. LeBlanc has performed work for multiple oil & gas operators in various capacities as a consultant, worker, contractor, supervisor, and Project Manager. Throughout his career, Tommy has worked on Environmental Projects in Louisiana, Texas, Arkansas, Mississippi, Tennessee, Alabama, North Dakota, California, and the Gulf of Mexico. Mr. LeBlanc has a well-rounded background and a proven track record of working with multiple companies and state agencies in assisting in providing a multitude of Environmental solutions.

Dustin C. Snider

Mr. Snider has been in the Oil and Gas Industry since graduating from Louisiana State University in 2002 with a Bachelor's in Environmental Science with a concentration in Resource Conservation and Geographic Information Systems. Dustin has held multiple positions in the Oil and Gas Industry, from Field Technician to Management. He has planned and managed projects related to decommissioning, abandonment, and remediation with oversight of 100+ personnel on a daily basis. While working for major contractors and major oil production companies, Mr. Snider has carried many titles in the oil industry. Dustin is certified in Geographic Information Systems (GIS), Army Corp of Engineers / EPA Wetland Delineation, and Nationwide Permitting and Radiation Safety related to Oilfield NORM.

Mr. Snider's work experience and expertise are centered on asset retirement, legacy environmental remediation, environmental site assessment and characterization, waste management, regulatory compliance, and site closure. His major project oversight has been centered on shallow water decommissioning, remediation, and abandonment of legacy oilfield production facilities and associated properties. Dustin is well-versed in all phases of Local, State, and Federal Regulatory and Environmental Permitting. He has managed projects in Louisiana, Texas, Mississippi, Alabama, Florida, Arkansas, Tennessee, Kentucky, New Jersey, South Carolina, North Carolina and New Mexico.

Mr. Snider spent 5 years working in Indonesia and other areas of Southeast Asia with management responsibilities and daily operations focused on asset retirement and working with nationals on developing strategies related to the removal of the hydrocarbon extraction footprint. 

Corey Gauthreaux

Mr. Gauthreaux has been in the Oil and Gas Industry since graduating from the University of Louisiana at Lafayette in 2003 with a Bachelor's in Business Administration with a concentration in Finance. Corey has performed various roles on environmental remediation and decommissioning projects as a technician, equipment operator, crew supervisor/foreman, site safety supervisor, and onsite project manager. He has managed numerous projects, from initial cost estimates through execution to final reporting. Mr. Gauthreaux has coordinated with disposal facilities, managed vendors, and all subcontractors on projects providing trucking, crane, and boat/barge services. Also, Mr. Gauthreaux has served multiple O&G operators as an independent HSE advisor on pipeline construction/pipeline repair-replacement projects and facility construction projects. Duties included conducting hazard hunts, PTW Audits, JSA Audits, HAZ IDs for high-risk work, inspection of excavations, working with contractor safety personnel to ensure clients procedures and policies were properly implemented, writing HSE policies, conducting incident investigations, and managing all HSE matters of up to 150 contract personnel a day. 

Mr. Gauthreaux has an extensive background in the management of NORM-impacted soil remediation (both on land & underwater) and decommissioning of out-of-service NORM-impacted equipment. Corey has successfully managed the remediation and closure of numerous former pits in accordance with LA SWO 29B and the decommissioning of abandoned equipment on tank batteries and well sites. He has conducted and written Phase 1 ESA's, soil sampling plans, performed Phase 2 ESA's, composed assessment reports, remediation plans, waste profiles, and release reports for submittal to various government agencies (DNR, LDEQ, Texas Railroad Commission, & MDEQ).

Chuck Greer

Chuck Greer has worked in the Exploration and Development side of the oilfield for over 48 years both with major and large oil operating and service companies, including Chevron and Schlumberger, since graduating from Virginia Tech with a BS and MS in Electrical Engineering in 2005. Over the last 30 years, Chuck has been an industry-recognized leader in NORM, well abandonment, facility decommissioning, remediation, and site restoration. Chuck has worked for several major oil and gas operators and service companies in capacities as consultant, advisor, litigation support, contractor, Project Manager, Team Lead, District Manager, Division Manager, General Manager, and Vice President. Chuck has a proven track record in working with regulatory agencies, developing work plans, and managing execution for the successful economic closure of oilfield sites and fields. 

Chuck Greer has over 20 years of experience managing oilfield abandonment projects. Working with a major oil and gas operator as a Project Manager and Team Lead for 10 years, he led project teams responsible for over 1000 well abandonment (mostly in TX, LA, and NM), decommissioning dozens of production and gas processing facilities, hundreds of well site remediation and restorations. As the VP, General Manager, and Senior Project Manager of multiple service companies for 20 years, he led project teams responsible for hundreds of onshore and inland water well abandonment, production facility decommissioning, well site remediation and restoration, NORM, and pit closure projects in Louisiana. Chuck also has extensive experience working with operators dealing with legacy sites that have resurfaced from previous lease sales or acquired companies through compliance orders and/or litigation.
